The Annual Procurement plan is a requirement under the Rwandan public procurement laws and guidelines. (Ref. Article 6 of Public Procurement law and Article 2 of the procurement regulations )• As the Rwandan financial year begins from July and ends in June, it has planed according to the budget calendar, Budget estimates and the Budget Framework Paper.

This Procurement Plan defines the products and services that MHC will obtain from external suppliers. It will go one step further by describing the process MHC will go through to appoint those suppliers contractually.

It is focusing on different steps. First, It defines the items MHC needs to procure. Next, defines the process for acquiring those items. And finally, schedule the timeframes for delivery.
